Interpretation

Before cable TV, the internet, etc. to sit at home all day with nothing but soap operas on TV could drive you crazy. You could go out cruising the streets, but that might just lead to trouble. You might hang out in a bar, with nothing on the TV so you just start talking and talking like a fool, like Cliff Clavin on Cheers, claiming to have all the answers.
