Interpretation

Politicians are influenced by lobbyists more than their constituents, and they make promises that they can't possibly keep. Riding around in fancy limousines like they are royalty ("Prince Andy" is presumably Prince Andrew, the Duke of York and son of Queen Elizabeth of England) and get involved in sexual scandals instead of truly working for the people.
