Interpretation

This is not the Orion of mythology or the constellation Orion but presumably a person, probably a girl. At first it seems like it is to comfort this person ("I will be there for you when you cry") but then appears to be revealed to be to torment the person ("I will be the reason that you cry").  Most likely, though, it is to comfort her because he causes her to cry, not out of malicious intent, but because in relationships, we all make mistakes, and we often hurt the ones we care for the most.  So, he's acknowledging that but wants to be there to wipe the tears away and comfort her.
