Interpretation:

The captain of the mission goes by the nickname "Locomotive" because, like the "Little Engine That Could", he always finds a way to accomplish anything he sets out to do.  Back home, his estranged father looks to the sky wondering how his son is doing.  He has sent messages but has gotten no replies.
